 The matter is rather simple if you know Slovenians. AVNOJ basically
decreed that everyone of German or Austrian nationality is free game
for confiscation and they confiscated all their property. That these
were savage acts is clear as it is a well known western concept that a
person cannot be "punished" for simply belonging to an ethnic group or
have the nationality of a defeated country. In most cases the
expropriated persons were not personally accountable for any
wrongdoings perpetrated on the territoty of Yugoslavia not there were
even any attempts to ling them to such wrongdoings. COnfronted with the
European Union's espousal of restitution of plundered property,
Slovenians are flabbergasted that there exist views that condemn their
barbarous conduct and their persistence to hang on to the "proceeds"
(tekovine nase borba) of their communist policies and actions.
There are numerous property claims of Austrians in Slovenia for land
and homes which they bought with their hard earned money. Slovenians
who have become accustomed during 55 years of communism to living off
the handouts from the state and loans from other countries without ever
having to put in a day's work find it unjust that they might be
required to part with their loot.  They now expect to be subsidized by
the European Union and NATO.
The efforts of the Austrian and Italian governments to make the issue
of non-discriminatory property restitution a condition for admitting
Slovenia into these organization are commendable and should be
supported.
